In the video, we see how the commission evaluates the evidence of the candidate’s knowledge and experience for obtaining the NVQ certificate and determines whether they could be granted the NVQ only on the basis of the evidence in their portfolio. The commission concludes that the candidate’s evidence is not sufficient to obtain the certificate on the basis of evidence validation, and therefore decides to examine the candidate in person. One of the competences required for the NVQ Security Officer is – fire safety management. Since the candidate in the film is a professional firefighter and has appropriate experience and knowledge in the field of fire safety (which they prove in the portfolio with appropriate certificates), the members of the commission recognise this part of the professional qualification. The commission therefore excludes the field of fire safety from further verification – video at 11:10.

When obtaining an NVQ certificate, the first step is always to attempt to recognise the NVQ on the basis of the candidate’s evidence of his or her skills in his or her portfolio. However, if the committee finds that the candidate does not meet the qualification standard on the basis of the evidence in the portfolio, it shall also refer the candidate to a direct examination of those skills that the candidate did not demonstrate with the supporting documents. If there is a direct examination, this is usually a practical examination with a spoken defence. The written examination mentioned in the film is very rare when obtaining the an NVQ certificate.
